Model publish period restore behavior.
If publish period setting is restored, model will start periodic publishing automatically if it was configured to do so before power down. Note: If node is configured to restore publish period settings on power-up, and if provisioner malfunctions after setting up the publish period state or user looses access to the provisioner, then there is no way to stop periodic publishing other than manually initiated node reset.
